What's the difference between how a chimpanzee understands human language. Compared to how a mute person?

(who could never speak since birth) understands human language.

They both hear and recognize words. But neither of them can use the words in speech.

What can a mute person do with human language that a Chimpanzee can't do.|||One thing....UNDERSTAND IT!|||It's scientifically proven by primate research that chimpanzees can, indeed, understand and utilize human language to the capacity of a human child when taught to use American Sign Language. They can invent novel words and use new words in novel situations.

|||I asked a chimpanzee that question, but he was unwilling to share his insights with me. He just patted my hand and sighed.|||So what do you do on your days off?
